Decision

To approve as a correct record, the Minutes of the meeting held on 28 June, 2007.

PH/07/29 Deferrals

The Chair requested approval of the Committee for deferral of applications 082694, concerning land adjacent to Runger Lane, Woodhouse Park Ward and application 083414 concerning 2 Beaumont Road, Chorlton Ward, to allow for a site visits.

Decision

To agree to defer the applications for the reasons stated.

PH/07/30 1 Water Street, Hulme Ward

Reports of the Head of Planning were submitted in relation to (i) Mixed use development comprising retail/office use (Use Classes A1,A2,A3 and/or B1), 221 residential apartments, 98 serviced apart-hotel units, gymnasium, ancillary basement car parking, external amenity space and riverside walkway (081737) and (ii) Conservation Area Consent for demolition of existing building to allow redevelopment of the site for the above development (081738).

Prior to the meeting members visited the site.
Late representations were submitted and the Committee heard representations made in connection with the applications.

Decision

To be Minded to Approve applications 081737 & 081738 subject to the signing of a Section 106 agreement for a financial contribution towards environmental and infrastructure works within this area of the city, in accordance with the reasons put forward by the Head of Planning in his report and any late representations, and subject also to the conditions proposed in his report or in the late representations submitted and to an amendment to condition 7 relating to  loading and unloading times to cease at 7.00pm.

PH/07/31 Applications for permission for development

Reports of the Head of Planning were submitted in relation to various applications for planning permission. Late representations were also submitted in respect of  applications, 081535, 082979, 083048, 081739, 082976, 083414, 081647, 083063, 083324, 082890 and 082492. Further late representations were reported at the meeting.

The Committee heard representations made by objectors/applicants/local councillors in relation to applications 081535, 081557, 082979, 082976, 081647, 083063, 083260, 083324 and 081821. 
 
Decision

1. To approve the following applications, in accordance with the reasons put forward by the Head of Planning in his report and any late representations, and subject also to the conditions proposed in his report and in the late representations submitted:

081535 &: Land to rear of Addison Terrace, 84 to 106 Daisy Bank Road,  081557 Ardwick Ward.*

Erection of 8, part two, part three storey semi-detached houses with integral garages, the re-installation of boundary walls, and the creation of two vehicular turning heads at the ends of Naburn Street and Welby Street to create vehicular access to the new houses, following demolition of the existing garages, and Conservation Area consent for the demolition of the garages.

082979: Unit 4, Froxmer Street, Gorton North Ward*

Retrospective application for continued use of premises for parking and storage of coaches/buses.

083048: Land to the side of 44 Westbourne Range, Gorton South Ward*

Erection of 2 storey single dwelling house attached to side elevation of existing house.

081739: 6-8 Conyngham Road, Rusholme Ward*,

Demolition at rear of property and erection of two storey extension to form 9 apartments plus basement accommodation and car parking.

082976: 30a Manchester Road, Chorlton Ward*

Change of use from hot food take away Class A5 to bar Class A4.
(Approval given till 12.30am closure on Friday and Saturday)

081647: 90/92 Burton Road, Old Moat Ward

Erection of three storey building and two storey building with link corridor to form 8 self contained flats with support accommodation following demolition of existing building with associated car parking.

083063: 37 Edgeworth Drive, Withington  Ward*

Erection of two storey side and rear extension to form additional living accommodation.

083260 & 489 Wilmslow Road, Withington Ward*

Erection of 6 storey building comprising ground floor commercial unit (88.5 sq.metres) Use Classes A1, A2, A3, A4 and A5 with 7 x 2 bedroom and 1 x 3 bedroom flats over and a roof top terrace, and Conservation Area Consent for the demolition of the single storey bar to permit the development.


082057 70 Goulden Road, Didsbury West Ward*

Erection of part single, part 2 storey side extension and single storey rear extension to form additional living accommodation.

2.  To be Minded to Approve the following applications, in accordance with the reasons put forward by the Head of Planning in his report or any late representations and subject to any conditions proposed in his report or any late representations, and to authorise the Head of Planning to issue an approval notice in each case once outstanding issues have been resolved to his satisfaction:

081821: Petersfield Drive Shopping Centre, Brooklands Ward*

Erection of a single storey shop (A1) unit (66.7 metres squared) as extension to existing retail parade accessed at rear from existing service yard via Petersfield Drive entrance.

(Subject to the signing of a legal agreement under S106 of the Town and Country Planning Act 1990 in relation to the security and environmental works proposed)

(Councillors Andrews and Burns were not present at the Wythenshawe Area Committee when they made their decision).

082492: Corner site adjacent to Tesco Superstore, bounded by Lane End Road and Burnage Lane, Burnage Ward*

Erection of 4 storey building comprising retail units at ground floor with 40 apartments above.

(Subject to the signing of a legal agreement under S106 of the Town and Country Planning Act 1990 in respect of a financial contribution towards public realm environmental improvement works).

PH/06/32 Confirmation of Tree Preservation Order, 24 Elm Road, Didsbury West Ward.

The Committee considered a report of the Head of Planning in relation to the background and issues involved in confirming a Tree Preservation Order at the above address.

Decision*

To instruct the City Solicitor to confirm the Tree Preservation as plotted on the plan attached to the report at 24 Elm Road, Didsbury West Ward, under Section 199 of the Town and Country Planning Act 1990.
