This consultation is now closed.

Manchester is growing fast. New homes and jobs are being created. We want this growth to help us become a zero-carbon city by 2038

To do this, we’re updating our Local Plan. This plan will guide how land is used in Manchester for the next 15 years. 

  • New homes, including affordable housing
  • Shops, jobs and leisure services
  • Green spaces and the environment
  • Transport and connections

The consultation is now closed.

This follows on from the Local Plan Issues Consultation stage in 2020. The Consultation Statement sets out key issues raised in comments in 2020. We have listened to your feedback and addressed your comments where possible in the Draft Local Plan.

You can read the plan in different ways: 

What happens next? 

After the consultation ends, we’ll: 

  • Look at all the comments you send us 
  • Propose changes to the plan 
  • Share a final version with you next summer 

The final plan will then be checked by a Planning Inspector, and after this the council will officially adopt it. 

Consultation events 

We’ll be holding in-person events across the city during the consultation. Details are as follows:

  • Wednesday 22nd October, 4pm - 7pm - Gorton Hub, 27 Garratt Way, M18 8HE. The hub is on Hyde Road at the junction with Whitewell Way. 
  • Tuesday 28th October, 4pm - 7pm - North City Library, Rochdale Road, Harpurhey, M9 4AF.
  • Wednesday 29th October, 3.30pm - 7pm - Wythenshawe Forum, Forum Centre, Simonsway, Wythenshawe, M22 5RX.
  • Tuesday 4th November, 4pm - 7pm - Withington Baths, 30 Burton Road, Withington, Manchester M20 3EB.
  • Thursday 6th November, 11am - 2pm - Central Library, St Peters Square, City Centre, M2 5PD.
  • Thursday 6th November, 4pm - 7pm - Central Library, St Peters Square, City Centre, M2 5PD.

Call for Sites 

We want to hear from you if you have any suggestions for sites that should be considered as part of the Local Plan.

It's a chance for anyone to suggest sites - residents, groups, businesses, landowners and developers. 

Local Plan evidence 

We’re also preparing studies to make sure the plan is based on up-to-date information. These can be found on the Draft Local Plan Evidence Base page

Local Plan supporting documents

The plan is supported by documents, including: 

  • Sustainability appraisal 
  • Habitat regulation assessment 
  • Equality impact assessment 
  • Duty to co-operate statement.  

Updated Statement of Community Involvement 

We’ve updated our Statement of Community Involvement. This sets outs how you can get involved in preparation of planning policy. It includes: 

  • How to comment on planning documents 
  • How to give feedback on planning applications 

Local Green Space 

The National Planning Policy Framework (NPPF) provides an opportunity for councils to designate land as Local Green Space. You can let us know about green areas that matter to you. 

We’ve received three nominations so far. These are being checked against criteria in national policy.
