We are under an obligation to display energy performance certificates in our own buildings.

If we fail to comply with the legislation requiring this then it wouldn't be appropriate for us to prosecute ourselves hence the reason why we need to make an agreement with another authority.

The statement

Energy Performance of Buildings (England and Wales) Regulations 2012 Enforcement and local authority buildings In accordance with the provisions of Regulation 34A(2) of the above mentioned Regulations, Manchester City Council, as the local weights and measures authority for the City of Manchester, has on the 14 December 2017 entered into an Agreement with Stockport Metropolitan Borough Council.

The effect of this Agreement is that as from the date of the Agreement, Stockport Metropolitan Borough Council will have the duty to enforce certain provisions of the 2012 Regulations in respect of local authority buildings in Manchester, namely Part 2 (“Duties Relating to Energy Performance Certificates”); Part 3 (“Display Energy Certificates”); Part 4 (“Inspection of Air-Conditioning Systems”); and Part 7 (“Enforcement”)
