Who makes the decision?

An independent panel, normally of three people decides the outcome.

At least one of the panel will have education experience and know about education in Manchester, or be the parent of a child at a school.

At least one of them will be someone without personal experience of managing or providing education, a lay-person.

They will all be independent of the Council and of the school that the appeal is about. They will have been trained in school admissions, appeal procedures and relevant laws.
