Hi, Now the government have given you the powers to deal with dangerous pavement parking, when will you be telling us what you're policy and reporting system is going to be?
Councillor Mandie Shilton Godwin replied:
Thank you for your question and please accept my unreserved apologies for the delay in responding to you.
The announcement by Government in early January in response to Local Authorities following a consultation carried out by the Department for Transport in 2019/2020, did not provide any further parking powers to Councils.
It referred to the future roll out of powers with regard to a) pavement parking bans and b) devolved powers to Councils to enforce against obstructive parking; neither of which have yet been granted to Councils in England outside London.
With regard to Pavement Parking Bans, whilst no timeframe for providing such powers to Councils in England has been set out by Government, the City Council is monitoring the implementation and impact of those powers in Edinburgh, which were introduced in late 2025.
In respect of the devolution of Civil Enforcement powers, the Government stated in their January announcement that that the legislative changes required to support the enforcement of civil contraventions would be made by the end of 2026. I will be writing to the Secretary of State for Transport in the coming weeks to seek on update on the date when powers are planned to be devolved.
In the meantime, the City Council, in conjunction with Greater Manchester Police, remains committed to carrying out effective and proactive parking enforcement using our existing powers, with the aim of tackling nuisance parking and supporting our wider transport objectives associated with active travel and road safety.
