House in multiple occupation - apply for a new/renewal licence

  1. Summary

    A property is defined as a house in multiple occupation (HMO) if it is: - a shared house that is occupied by more than one household and who share one or more amenities (i.e. toilet, wash hand basin, shower, bath, cooking facilities); - a house divided into bed sits, occupied by people who do not form one household and who share one or more amenities; - an individual flat that is occupied by more than one household and who share one or more amenities; - a building of self contained flats, that do not meet as a minimum standard the requirements of the 1991 Building Regulation, and at least one third of the flats are privately rented.

  4. Attachments required

    a) fire alarm test certificate;

    b) periodic electrical safety test certificate;

    c) gas safety certificate;

    d) portable appliance test certificate (PAT) (if applicable);

    e) building regulations certificate (if applicable);

    f) evidence of planning consent (if applicable).

  5. Processing and timescales

    Following receipt of all completed relevant parts of the application, the property will be inspected to determine the maximum number of occupants allowed. If during the inspection, Category 1 Hazards are detected in accordance with the HHSR System, the application will be on hold until the hazards have been removed.

    Once the property conditions are satisfactory we will determine the application within 4 weeks.

     Tacit Consent will not apply due to public safety.
