What personal information does this service use?
Information is processed by Manchester City Council for any purpose relating to your role as a councillor or co-opted member of a Council Committee, as an Independent Person or as a member of the Council’s Independent Remuneration Panel.
Depending on your role, this information may include:
- your image and audio visual recordings made at Council meetings (Councillors and Co-opted Members)
- name and address
- date of birth (if supplied)
- occupation (if supplied)
- contact details
- interests declared, including sensitive interests, gifts and hospitality received in your role (Councillors and voting co-opted members)
- your election record including any political group to which you belong (if you are a Councillor)
- your attendance at meetings
- your voting on decisions at meetings
- any decisions you make in an individual capacity
- the allowances and expenses you receive
- the training you receive
- any complaints about your conduct in relation to the Code of Conduct for Members (if you are covered by the Code).
Some of this information must be published by law or is information the Council makes available for inspection by the public.
The Council also processes other information where you have supplied this to us, such as, for example, bank details, vehicle data, DBS checks, details of your next of kin, your health/disability, your ethnicity, and also religion where applicable.

What is your personal information used for?
The Council uses your personal data, including any health or other special category data and financial information, for the purposes of administering your role as a member of the Councillor, a co-opted member of a committee, or because you are an Independent Person or member of the Council’s Independent Remuneration Panel. Members Services may also share your information with other council services, for example in connection with public funds such as council tax administration and arrears.

What is the lawful basis we are relying on?
We collect and use this information because it is necessary to perform our public tasks (Art 6(1)(e) of the UK General Data Protection Regulation (UK GDPR) and/or the processing is necessary in compliance with a legal obligation to which the Council is subject (Art 6(1)(c) of the UK GDPR. Where special category data (such as health information) is held, this is processed for reasons based on the substantial public interest (Art 9(2)(g) UK GDPR)) and Schedule 1 of the Data Protection Act 2018 (including public administration and equality of opportunity and treatment). Criminal conviction and offence data are processed in accordance with Article 10 of the UK GDPR and Schedule 1 of the Data Protection Act 2018 (public administration and protecting the public against dishonesty, safeguarding of children and of individuals at risk).

Who will we share your personal information with?
The Council will share your information where it is required or permitted to do so, in order to protect public funds or if necessary for legal claims or law enforcement purposes. We may share information with government departments and bodies such as the Department for Work and Pensions and HMRC in connection with queries we may receive. The Council may decide, or be required by the Information Commissioner or courts, to share your information in response to a request for information under the Freedom of Information Act 2000 or under the Environmental Information Regulations 2004 where an exemption/exception from disclosure is not applicable. We may also share your information with the media where we have obtained your consent or where it is otherwise appropriate to share your information without your consent.
