  1. Summary

    Our privacy notice explains what personal information is collected, what it is used for and who it is provided to. The notice also describes why the Council requires your data, and the legal basis on which it does this.

    This privacy notice relates to grant funded programmes managed by the Strategic Housing team, such as the Council’s Home Improvement Assistance scheme, Social Housing Decarbonisation Fund Wave (SHDF) 2.2, Home Upgrade Grant Phase 2 (HUG2) and Energy Company Obligation Flex 4 (ECO Flex 4).

    It provides additional information that specifically relates to this particular service, and should be read together with our general privacy notice, which provides more detail on the questions below. Paper copies of these privacy notices are available on request.

     

  2. What personal information does this service use?

    This service uses personal information, such as:

    • Name
    • Your address/addresses
    • Contact details
    • Age
    • Income and other financial information, including receipt of benefits
    • Names of the registered title holders, addressees, lease terms linked to you and any other personal information published by the Land Registry

    This service also uses the following special categories of personal information where you have provided this information in connection with an application:

    • Health including disability
    • Ethnicity and/or Race

  3. What is your personal information used for?

    The Council uses your personal data for the following reasons:

    • To authenticate and verify your identity
    • To establish eligibility for Home Improvement Assistance
    • To raise grant approval letters
    • To maintain our records and accounts

  4. What is the lawful basis we are relying on?

    We collect and use this information:

    • where it is necessary for the performance of a contract you have with us (Art. 6(1)(b) of the UK General Data Protection Regulation (UK GDPR)); or
    • is otherwise necessary for the performance of a task carried out in the public interest or in the exercise of our official authority (Art. 6(1)(e) of the UK GDPR); or
    • it is otherwise required by law (Art. 6(1)(c) of the UK GDPR).

    We use special categories of personal data:

    • for reasons of substantial public interest based on the council's functions to help assist vulnerable citizens maintain independence and to help address safety needs, and also to ensure equality of opportunity (Art 9(2)(g) of the UK GDPR);
    • where it is necessary for the establishment, exercise or defence of legal claims (Art 9(2)(f) of the UK GDPR).

    We also process special category data where it is necessary for archiving, research, or statistical purposes (Art. 9(2)(j) UK GDPR).

  5. Where has the personal information come from?

    You as the applicant

    • Manchester Care & Repair
    • Land registry
    • Experian for credit check purposes
    • Information held by other Council Departments e.g., Adult Social Care for the purpose of receiving advice, and Revenues and Benefits for the purpose of collecting council tax information
    • Information held by organisations that handle public funds, such as the Department for Work and Pensions
    • Information you, as the applicant, have provided to a Council’s trusted partner.

  6. Who will we share your personal information with?

    Your personal data is shared securely with the following organisations where it is both necessary and appropriate to do so.

    • Manchester Care and Repair
    • Other Council Departments
    • Council appointed contractors
    • Other public authorities and government departments
    • External consultants and other contractors appointed to the delivery of the funding programmes

    The Council does not use your personal data in automated decision making or profiling.
