These Directions affect different property types and situations, so we have split the Directions into three sets. Each set covers one specific use case and is explained in detail, including when the Set was proposed.

Set 1: Article 4 Directions Consultation: changing the use of a property from offices, research and development, or industrial processes to residential

The City Council removed the permitted development rights for this type of change of use from certain parts of the Manchester in 2019 through a process called Article 4 Direction and is now reviewing the areas covered by the Article 4 Directions.

On 30 July 2021, Manchester City Council made four Article 4 Directions to continue with the removal of the right to this type of permitted development in certain areas of the City and identified additional areas where the Article 4 Directions will apply. The Directions would make it necessary to get planning permission from the Council to change buildings currently used for offices, research and development, or industrial processes into houses or flats in some parts of Manchester. Set 2: Article 4 Directions Consultation: changing the use of a property from retail; food and drink; and financial, professional and other services to residential

On 1 October 2021, Manchester City Council made eight Article 4 Directions to remove the right to this type of permitted development in certain areas of the City and identified additional areas where the Article 4 Directions will apply. The Directions would make it necessary to get planning permission from the Council to change buildings currently used for retail; food and drink; and financial, professional and other services into houses or flats in some parts of Manchester. Set 3: Article 4 Directions Consultation: changing the use of a property from Indoor Sport, Recreation and Fitness; Medical and Health Services; and Creches, Nurseries and Day Centres to residential

The Directions would make it necessary to get planning permission from the Council to change buildings currently used for Indoor Sport, Recreation and Fitness; Medical and Health Services; and Creches, Nurseries and Day Centres into houses or flats in some parts of Manchester.
