MTC - Consultation results and response

The consultation received 649 responses, via the online survey and in person events.

Most objections received during the consultation were not objecting to enforcement of the specific moving traffic offences. Objections were on the grounds that the road markings and signage were either in poor condition or not correct.

Site surveys have been carried out at each of the locations and we will be updating signs and road markings to ensure these comply with the regulations.  

The results of the initial two-week camera surveys clearly demonstrated that there are high levels of contraventions occurring at each site and that there is a necessity for enforcement.

Enforcing the moving traffic restrictions at the sites consulted on aims to:

  • Make roads safer for those walking and cycling
  • Reduce congestion
  • Improve journey times
  • Improve air quality, supporting our zero-carbon target
  • Increased safety and cleaner air around schools – camera enforced school streets schemes are proven to have a positive effect

There were a number of comments received during the consultation supporting the enforcement of moving traffic restrictions. These included:

  • Anything that helps to ease the congestion would be a great benefit
  • Drivers constantly ignore the “No Right Turn” at the lights to go down Mount Road. They also ignore the “No Left Turn”.
  • Cars on Palatine Road often go through the lights, blocking the turnings onto Princess Parkway. Cars on both sides of the junction can’t move, which blocks those coming on/off the parkway. An additional box junction should be considered on the opposite side of the junction.
  • It can be difficult for pedestrians to cross at the junction due to queueing traffic and enforcing MTC’s will increase safety
  • Some drivers are either ignorant of the rules or just don't care and enforcement is needed.

Having reviewed valid objections, we have progressed with the application to gain the powers to enforce Moving Traffic Contraventions and, subject to approval, will be planning to roll out these powers at various locations from winter 2023.
