Business and investment Local Labour Guidance for Planning Applicants

Helping you to fulfil your local labour condition

Background

If you have submitted a planning application that has been approved, it's likely that a condition of the approval is that you provide us with a proposal for using and supporting local people during the construction and/or the operational use of the development: a Local Labour Proposal.

This condition of your planning approval is used to maximise the employment, skills, and learning opportunities for Manchester residents. As a minimum your proposal should include the expected total for new jobs created, new apprenticeships, and training opportunities; but may also include working with schools and colleges, as well as community organisations.

How we can help

Our Work and Skills team can offer support with fulfilling your local labour commitment by linking you to services across the city that will help with local recruitment and support local residents. We have developed a local labour support guide and a set of templates that you can use to develop your proposal and report to us; but please submit as much additional information as you want to, alongside the provided templates.

If you have any questions or want us to send you the guide and templates, please email work.skills.admin@manchester.gov.uk and include the name and planning reference number of the development in the subject header of your email.
