The Council and democracy The Council’s budget for council services in 2022/23

Budget animation transcript

The Council is at the heart of Manchester. The Council runs services that keep our city moving everyday and plans for the future. Making Manchester a great place to live and to work.

Since 2010, Manchester City Council has had over £420million taken from our budget.

Our budget is squeezed. But despite that are determined to spend our money on the services that matter most to you.

The Council is responsible for an array of services, including:

143 parks

22 libraries, attracting 130,000 visitors a month

25 leisure centres

28million waste collections a year, from 238,000 households across the city

Maintaining more than 2,000 miles of roads and pavements

Managing 15,600 council homes.

As overall funding reduced, you asked us to prioritise supporting the most vulnerable – and that’s what more than half of our service budget goes on.

Last year, this included:

Providing care for 4,000 adults, whether in their own homes or care homes

Caring for 1,400 looked-after children

Finding foster homes for 900 more

Helping 12,700 children get the best start in life through early years placements

Providing 2,700 sets of accommodation for homeless people while preventing others from becoming homeless at all.

Overall, out of a total directorate budget of £691m, more than half will be spent on adult social care, children’s services and homelessness [61%, £423m)

Another 15% [£105m] goes on keeping neighbourhoods clean, green and liveable and keeping local services like parks and libraries running

Some 11% [£79m] goes on support services which enable the Council’s 7,300 staff to get on with working for the city and help residents – for example through benefits.

Around 1% [£7m] goes on growth and development – helping to attract investment and jobs and get much-needed homes built

The rest [11%, £78m] goes towards funding transport and essential contingency funding.

So what does this – and our capital budget for one-off investments – mean for you?

We’re working to tackle poverty. Whether it was £34million funding for the community and voluntary sector, £3.2million in payments to help people struggling with their rent, or supporting food parcels and free school meals, we were there with a wide range of anti-poverty measures.

We’re investing in your neighbourhoods – an extra £700,000 to keep the city clean on top of the £55m we will spend to collect rubbish, recycle and clean our streets.”

We’ve also secured funding for major new green spaces such as the new £23m Mayfield Park

We’ve already put £192million of funding in place to support our zero-carbon ambitions, and we’re working to secure more.

We’re spending £12m on maintaining roads, improving footpaths and road safety

We’re exceeding our target of creating more than 7,000 affordable homes, including social homes. And we’re refreshing our housing strategy to build even more.

We’re making sure that as much as possible of our spending on goods and services stays in the city to support jobs and opportunities here. Last year, £247million was spent with Manchester-based organisations, creating 2,300 jobs and supporting more than 600 apprenticeships.

We’re focused on making sure every single pound we spend does the most for the city and its people. This is our budget for Manchester. So find out more at www.manchester.gov.uk/budget
