Investing in Success is a ten-year plan to grow Manchester’s economy and make it more inclusive. 

Manchester has changed a lot over the last 25 years. There are now more people living here and there are more high-quality jobs. This plan will build on our recent successes to shape a city that’s sustainable and forward-looking. It replaces the previous, post-Covid Powering Recovery: Manchester’s Recovery and Investment Plan and also the Our Manchester Industrial Strategy.

The Economic Strategy has five priority areas. We'll work on them with Manchester’s businesses, workers and residents.

Use investment and development to drive inclusive growth

The city centre is an important driver of economic growth in Manchester. Its growth will help make Manchester, and the Greater Manchester region, more prosperous. We also need to make sure that Manchester’s neighbourhoods continue to be good places to live. 

Nurture thriving, productive and innovative sectors

We'll attract more businesses to Manchester, whilst helping existing businesses to grow. We'll provide support across all sectors. And ensure people working in Manchester get a fair 
deal for their pay, hours and working conditions. 

Develop world-class infrastructure, places and talent

We'll work with Transport for Greater Manchester to connect more people to job opportunities – using public transport, cycling and other forms of active travel. And we'll create the physical and digital infrastructure needed to help businesses grow and thrive.

Transition to a zero carbon and resilient economy

Manchester has committed to becoming a zero-carbon city by 2038. It means the city’s businesses and buildings must become more environmentally sustainable. The city’s economy must also become more resilient to a changing climate. We'll create a citywide Climate Adaptation Plan and encourage more democratically owned businesses.

Include more people in economic opportunity

Creating more high-quality employment opportunities is an important enabler of growth. We must ensure these opportunities are available to Manchester's residents, including our 
young people. We want to attract more businesses that will create good jobs. And that will contribute to making Manchester a fairer and more prosperous place.
