Summary of consultation responses

The purpose of the consultation was to:

  • understand and quantify the current traffic issues generated by the primary school uses
  • identify the potential additional traffic the high school users may bring
  • identify existing and potential health and safety issues affecting both schools as a result of traffic using Lytham Road and how they might be resolved
  • identify potential options of traffic management that will address issues identified and help to influence driving behaviour along Lytham Road.
  • identify parking strategies that will help to reduce the impact of any additional traffic loads on local community
  • consider the optimal location for public transport stops
  • consider access options for large / service vehicles that may use Lytham Road.
  • consider what pedestrian safety measures are required and their location if pupils need to access facilities off site
  • investigate and evaluate alternative access routes into site

What you said and our response

  • Add underground parking for staff - additional on-site parking provision is being investigated however the option of underground parking has not been pursued for cost and programme reasons
  • Both schools start/finish time clashing - the new school sponsor and primary school will coordinate opening times
  • More buses dropping pupils off - provision and location of bus stops is under review with TfGM
  • Limit access to residents. Only close part of Lytham Road adjacent schools permanently or part time during school hours. Pedestrianise Lytham Road from the railway bridge to Birchfields Road. Do not create a bottleneck - various options have been evaluated for treatment of Lytham Road for consideration. 
  • Traffic calming measures - these will be reviewed and adjusted to respond to the results of the Traffic Impact Assessment (TIA).
  • Safe cycle routes. Cycle lane. Encourage more bike use - cycle storage will be included on site, safe cycle routes will be considered as part of the overall solution.
  • Make walking routes more pleasant - street lighting and footway condition will be assessed as part of the overall site development. 
  • Provide pick up/drop off away from Lytham Road to keep road clear - several options have been developed dealing with traffic management along Lytham Road for consideration
  • Enforcement measures to deter parking. Will on street parking bays be affected by new school? - parking restrictions in bays along Lytham Road are being considered.
  • Have entrance to high school on another road or have two accesses - alternative entrances are not possible due to limits of council ownership and rights of access.
  • Encourage queuing system (one way) - a one way system will be provided within the site boundary.
  • Provide traffic lights at Lytham Road/Birchfields Road junction - the results from the TIA will identify any additional traffic signals/crossings required along Birchfields Road.
  • Potential danger of service vehicles access opposite foundation unit and entrance to primary - service vehicles will be coordinated to avoid peak school hours.
  • Can traffic use drop off out of school hours? Will the primary school be able to use drop off? (swimming club coaches etc.) - management and operational hours of the new school site will be by the sponsor. High school and primary to coordinate use of drop off to ensure pupil safety and minimise obstructions along Lytham Road.
  • Is proposed on-site parking provision enough to get traffic off the street - on-site parking strategy is under further review to keep staff parking off the street.
  • Will primary school parking be affected? - primary school parking will not be adversely affected.
