Taxis and private hire The National Register of Taxi Licence Refusals, Revocations and Suspensions (NR3S) requirements

The information you provide will be checked against the National Register of Taxi Licence Refusals, Revocations and Suspensions (NR3S). This is a legal requirement placed on all Licensing Authorities by virtue of the Taxis and Private Hire Vehicles (Safeguarding and Road Safety) Act 2022 in order to ensure the safety of passengers; and therefore is a mandatory part of applying for a Hackney Carriage (HC) or Private Hire (PH) Driver Licence. The National Anti-Fraud Network Data and Intelligence Services (NAFN) host the register.

Any relevant information received from another licensing authority as a result of an NR3S search or otherwise, may be used in consideration of your licence application and the determination of whether you are a ‘fit and proper’ person to hold a HC or PH Driver Licence.

Similarly, if your driver licence application is refused, or you are granted a licence and it is subsequently suspended or revoked for a safeguarding or road safety reason, then this information will be placed onto the NR3S. Safeguarding or road safety concerns are offences or behaviour that puts another person (or makes them feel) at risk.

The information the authority is required to record on the NR3S is:

  • Full name
  • Date of Birth
  • Home address
  • National Insurance Number
  • Driving Licence Number
  • Decision taken (and date of decision and when it becomes effective)
  • Any subsequent decisions and relevant dates
  • Any other information the Secretary of State prescribes in regulation
  • Information on the register will be retained for up to 11 years from the time it was first input.
