To apply, you must choose one of two forms.
Read carefully to choose the correct one.
The first form is only for full-time students who:
- recently received a bill for their current address; or
- are moving into an address in Manchester; or
- live with at least one adult that's not a student.
Important: Your application will be assessed and an account created. You may receive a discount or exemption based on the information you provide. However, checks may still be carried out afterwards—either through data shared with university partners or by requesting a student certificate from you. If further evidence is needed, you must provide it to keep your exemption or discount.
Failure to provide this may lead to removal of your discount or exemption.

The second form is for:
- full-time students trying to appeal a bill at a property you no longer live; or
- students with a non-British partner or dependant; or
- apprentices; or
- youth trainees; or
- school or college leavers; or
- foreign language assistants; or
- those who get child benefit.
