Make representation to a licensing or gambling application

A representation may be an objection to the application or it may be in support of the application but it must relate to the impact of the licensable activities carried on from the premises upon one or more of the licensing objectives. Representations to the variation of an existing licence should be confined to the subject matter of the variation.  

The Licensing Objectives are:  

  • preventing gambling from being a source of crime or disorder, being associated with crime or disorder or being used to support crime;
  • ensuring that gambling is conducted in a fair and open way, and
  • protecting children and other vulnerable persons from being harmed or exploited by gambling. 

Therefore, where comments are not relevant to any of the licensing objectives, they cannot be taken into account. The grounds for any representation will be stronger if they have an evidential basis and link to the applicant’s premises.  

Further, we can only consider your representation if you:  

  • Live sufficiently close to the premises to be likely to be affected by the authorised activities 

  • Have business interests that might be affected by the authorised activities  

  • Represent persons in either of these two groups
