The TRO schedule is a large legal document which is not easy to navigate. So if you want to find out the exact location and type of restrictions on an affected street, you can request details using our form. Request to see the full plans or comment on the TRO

If you would like to see a copy of the plans which cover your area, you can either: 

  • See a copy of all the plans and the Traffic Regulation Order (TRO) in person at The Grange Community Centre, Pilgrim Drive, M11 3TQ  or the Search Room, Ground Floor, Central Library, M60 2LA (for satnav use M2 5DB), between 9am and 4.30pm Monday to Friday. or;
  • Ask for the plan which affects you to be emailed or posted to you. Download the overview which shows which sheet covers your area. Then email eastlandsrps@manchester.gov.uk or call 0161 234 4424 to ask for a copy of the plan which you are interested in to be emailed or posted to you. 

Notices will be placed on lighting columns in the local area letting people know about the Traffic Regulation Order process, and it will be advertised in the Manchester Evening News. You can also request copies of the lamp post notice and advertisement by phone, post or email. 

Types of permits and eligible properties 

This is a new scheme therefore residents in the existing scheme will need to apply for a new permit. All properties within the scheme boundary will be eligible for permits.

Types of permits that will be available:

  • Residents are eligible to free permits for every vehicle registered at an address in the scheme as in the existing Etihad RPZ
  • Residents are eligible to two free visitor permits as in the existing Etihad RPZ
  • Carer permits are available as in the existing Etihad RPZ. 
  • Student permits are available – these were not available as part of the Etihad RPZ. This is because as the area develops, more and more students choose to live in the area while attending one of the universities in the city. They are only available to students who can demonstrate they need a vehicle to complete their studies (for example, a student nurse on placement at a remote hospital).
  • Residents are also eligible for one free book of 10 ‘day use’ permits. A maximum of two more books can be purchased for £5 a book. Applications for additional permits will be monitored. 
  • Business employees (including school staff) can apply for a free permit to enable them to continue to park for work as they do now, if they do so on-street. You’ll need to provide proof of employment at a business listed in the scheme area
  • Businesses can apply for up to 6 business visitor permits, to enable visitors (for example, those attending meetings) to park on-street. This is the same as the number permitted in the existing Etihad scheme 
  • Community permits are available for use by organisations who can demonstrate clear social benefit to people attending. Examples of this are: 
    • Schools during parents evening 
    • Community centres 
    • Churches

You can't apply for permits yet. Road markings are still being installed, and this will carry on through February. 

Once the TRO process is complete, in January, everyone in the area will receive information about how to apply for permits. This can be done through our website, but there will also be a process for people who are not online to apply, and there will be local events where face-to-face help with applying for permits will be available. The road markings for the new scheme won't start to be enforced until the end of March, when they will effectively replace the current scheme.
