Workstream 2: Transport and travel – Action 2.4
Owner: Highways, Capital Programmes
Project Cost or Funding in Place: Funding to be identified through the Capital Strategy and GM Mayor’s Challenge Fund with £2.8m already committed.
Annual Carbon Saving (tCO2): No
- We want to deliver: Additional investment which prioritises improvements to the network for cycling and walking, with the development of a number of schemes approved through the GM Mayor’s Challenge Fund.
- We want to achieve: These works will supplement other proposals which seek to promote sustainable forms of transport across the city and will support the decarbonisation of transport across the city.
- By: Rolling programme of investment.
Workstream 2: Transport and travel – Action 2.5
Owner: City Policy; Highways
Project Cost or Funding in Place: Funding for schemes will be identified at the appropriate stage
Annual Carbon Saving (tCO2): TBC
- We want to deliver: Work with Greater Manchester Combined Authority, Transport for Greater Manchester and Government to implement the Greater Manchester Transport Strategy 2040 and deliver improvements to the city’s Strategic Transport Infrastructure.
- We want to achieve: Strategic projects include:
- preparations for High Speed 2;
- delivery mechanism and funding for High Speed North;
- Metrolink expansion including Tram-Train options;
- Bus Reform including developing a business case to shift to an entirely electric fleet;
- implemented an effective Clean Air Zone.

- We want to deliver: A revised City Centre Transport Strategy with Transport for Greater Manchester and Salford City Council.
- We want to achieve: Improvements to sustainable and active travel and prioritisation of pedestrians and cyclists.

Workstream 2: Transport and travel – Action 2.7
Owner: City Policy; Manchester Climate Change Agency
Project Cost or Funding in Place: N/A
Annual Carbon Saving (tCO2): TBC
- We want to deliver: Review and act on the findings of the Tyndall Centre for Climate Research to assess how emissions from Manchester Airport can be managed in line with the Paris Agreement. Work with Manchester Airport Group and other local authorities with airports within their boundaries to lobby government to accelerate the decarbonisation of air travel.
- We want to achieve: A reduction in aviation emissions from Manchester Airport which is in line with the Paris Agreement and the findings of the Tyndall Centre for Climate Research.

Annual Carbon Saving (tCO2):
- We want to deliver: Incentives and support for Council staff to commute to work more sustainably including salary sacrifice schemes for bus, rail and tram; cycle to work scheme; provision of cycling facilities.
- We want to achieve: Increase in the number of Council officers travelling to work by sustainable modes of transport.
