What you need to apply: Resident
You can get a free resident permit for each vehicle registered to your home.
You will not get a paper permit. You apply for your permit online and we keep your registration number in our system. If you change your car, you simply need to log in and change your details whilst providing supporting evidence.
For a resident permit you need:
- An active email address,
- Proof of address – for example a copy of a recent utility or council tax bill or tenancy agreement (minimum of 10-months) and;
- Proof of ownership –
- a copy of logbook (V5C vehicle registration certificate) or
- insurance documents that show the vehicle is kept at an address within the resident parking scheme or
- if you have a Company vehicle, you will need to provide a letter from your employer stating that you are entitled to bring the vehicle home and park it on the road at your address overnight. The letter should also confirm all vehicle details.
What you need to apply: Visitor
You can apply for a separate permit that allows visiting vehicles to park.
You will not get a paper permit. You apply for your permit online and you must change the vehicle registration for the visiting vehicle within your permit account. You can change the vehicle registration unlimited times.
Only one of your visiting vehicles may be active on the permit at any one time.
For a visitor permit you need:
- Proof of address – for example a copy of recent utility or council tax bill or tenancy agreement (minimum of 10-months).
Additional Visitor Permits (single use only)
You can request additional one day visitor permits online. If you do not have an active resident permit or visitor permit you will need to include your full name and address, contact number and a copy of Proof of Address (e.g., Council Tax bill or utility bill dated within 3-months).
These are daily visitors' permit. You will need to mark the date on the card in ink and must clearly display in the visiting vehicle.
Your first book of 10 one day visitor permits is free and then each additional book can be provided for a cost of £5 per book, each household is allowed three books of permits each financial year (April to March). There is no expiry date for unscratched cards so they can be used at any time.
These are for residents use only and not for businesses.

What you need to apply: Business
Owners and staff at a business located within the scheme area can apply for free permits to allow them to park within marked areas on-street. You will not get a paper permit.
The number of Business Permits available will be determined on a case-by-case basis.
You can apply for your permit online and we will keep your registration number in our system. If you change your car, you simply need to log in and change your details and provide supporting evidence.
For a business permit you need:
- An active email address
- Business owners need a corporate account type
- Staff need a business (employee) account type
- Proof of vehicle - showing the vehicle is registered or insured at the business address
- Proof of address - Copy of current business rates
Business Visitor
Business owners may also be eligible to purchase Business Visitor Permits, for the use of those visiting the area for meetings etc. Note that these permits are not for customers or staff. They are free for the first year and this will then be reviewed. You will not get a paper permit.
The number of Business Visitor Permits available will be determined on a case-by-case basis.
You can apply for your permits online and you must change the vehicle registration for the visiting vehicle within your permit account. You can change the vehicle registration an unlimited number of times.
Only one vehicle registration will be active at any one time per permit.
For a business visitor permit you need:
- An active email address
- Business owners need a corporate account type
- Proof of address - Copy of current business rates

What you need to apply: Carers
You may apply for a free transferable permit for someone caring for you at your home. This is a paper permit your carer should display on their vehicle dashboard and return it to you before they leave.
If you lose your carers permit, you can apply for a free replacement. If it is lost a second time, there is an administrator charge of £45 for a replacement.
For a carers permit you need:
- Proof of address – for example a copy of recent utility or council tax bill or rent agreement.
- And a copy of one of the following:
- Carers Assessment – copy of a letter showing that you or your carer have had a council carer assessment or
- Carers Allowance letter – copy of letter confirming that you get Carers Allowance or
- A letter from your healthcare provider confirming that you require care visits at home
What you need to apply: Student
Students who live in the scheme area and who require a vehicle to complete their studies (for example, a student nurse on placement at a remote hospital) can apply for an annual permit free of charge. One permit provides for one student vehicle, valid for the academic year (September to June).
You will not get a paper permit. You apply for your permit online and we keep your registration number in our system. If you change your car, you simply need to log in and change your details whilst providing supporting evidence.
For a student permit you need:
- An active email address,
- Proof of address – for example a copy of a recent utility or council tax bill or tenancy agreement. Note, a minimum 10-months tenancy contract must be provided.
- Proof of vehicle - copy of logbook (V5C vehicle registration certificate) or insurance documents that show the vehicle is kept at an address within the resident parking scheme
- Proof of vehicle requirement – for example a letter or course certificate issued by the University confirming the student's vehicle is needed in order to complete their studies/placement.
- Driving Licence - applicant needs a valid driving licence
