The Council and democracy Census 2021 - Education Summary

Across England and Wales, 82% of the population aged 16 and over have some form of qualification (39.8 million people), with 34% having a level 4 qualification and above (16.4 million people). 18% had no qualifications (8.8 million people). 

City of London has the largest proportion of their population with level 4 or above qualification at 74.2% (5,939 people). Sandwell has the largest proportion of their population with no qualifications at 28.9% (76,839 people). 

Oxford has the largest proportion of their population in education at 35% (54,356 people), and North Norfolk the least at 13% (13,114 people).  

Compared to the Core Cities, Manchester is 3rd highest by proportion of population with no qualifications at 19.7% (86,110 people), behind Birmingham at 23.9% (212,198 people) and Liverpool at 22.3% (90,049 people).  

In Manchester 80.3% of the population aged 16 and over have a qualification, with 37.6% having a level 4 qualification and above.
