How to read the Publication Local Plan
You can read the plan in different ways:
- Read online via consultation portal
- Download the Publication Local Plan
- View online interactive Policies Map
- Download a PDF version of the Policies Map
- Visit Central Library to see a paper copy
- Use computers at any Manchester library (free for members, small fee for non-members).
How to comment on the Publication Local Plan
There are three ways to send us your comments.
Comment online
The easiest way to comment is through our consultation portal.
- Use the consultation portal.
- You do not need to register for an account but will need to provide an email address or home address to comment. This is required by the Planning Inspectorate so comments can be considered during the examination stage of the plan.
- The portal has been updated and should now be easier for most people to use.
- We know that some parts of the portal are not fully accessible to users of assistive technology.
- If you are experiencing issues with the portal, you can view the local plan document online and submit your comments by email or post.
Comment by email
- Download and complete our response form.
- Email your completed form to planningstrategy@manchester.gov.uk.
Comment by post

We must receive all comments by 11:59pm on Monday 28 September 2026.
If you are posting your comments
The postal address has changed since the last consultation stage.
Please allow enough time for your comments to arrive before the deadline.
Hand-delivered comments
You can hand deliver your comments to the Customer Service Centre at the Town Hall Extension by Monday 28 September 2026.
Local Plan Evidence
Studies have been prepared to support the policies in the plan. Some of these have been updated since the last consultation and new studies prepared
The plan is also supported by documents, including:
- Consultation statement and appendices
- Integrated Appraisal, Equality Impact Assessment and Habitats Regulation Assessment
- Other supporting documents.
What happens next
After the consultation closes, we will send all comments to an independent Planning Inspector appointed by the government.
The Inspector will examine the Local Plan and consider the comments received during the Publication stage.
If you have asked for a change to the plan, you can choose to take part in the Examination hearings and present your views to the Inspector.
