Imported food charges

With effect from 1 May 2023 the following charges will apply to the Environmental Health aspects of Official Controls at Manchester Airport Border Control Post.

Charges for Consignments Comprising One or Multiple Health Certificates

The main charges above will apply to bovine embryos.

IPAFFS charge

For agents or importers who do not submit entries via the GB IPAFFS system an additional administration charge of £85 will be charged for BCP staff to enter consignments onto IPAFFS. The out of hour’s rate for this will be £170.

Illegal Unregulated and Unreported Fish controls

There are two basic fees that are charged per consignment for the services carried out when inspecting catch certificates.

  • £58 all high risk third country consignments, including low risk origin fish processed in a third country.
  • £58 all low risk consignments including EU/ EEA/EFTA and countries with a bilateral agreement with the EU for IUU purposes. Out of hours charge is £116.

Products Covered by Specific Regulation and any other safeguarding regulation imposing specific requirements for importation

Products covered by regulations such as:

The Official Controls (Imports of High Risk Food and Feed of Non-Animal Origin) (Amendment of Commission Implementing Regulation (EU) 2019/1793) (England) Regulations 2022 on specific food from specified countries, EU 284 imposing special conditions on the importation of plastic kitchenware from China and Hong Kong.

Actual costs of the laboratory analysis and courier charges will be added to these costs, you will be informed at the time what these costs will be.

Disposal Costs

If products have to be disposed of by the City Council there is a minimum charge of £69.00 plus collection (£37.50 if a scheduled vehicle collection or £156.35 if dedicated vehicle collection). Disposal rates are a minimum of £0.58 per kilo. There is also a fuel surcharge of £17.84

Waiting Time

The City Council reserve the right to charge the additional hourly rate as appropriate for any official control when officer time is accrued waiting for documents or products to arrive or for products to be made ready for inspection or any other undue delay outside the control of officers of the City Council.

Out of Hours – Operational hours

Consignments that have arrived at the Border Control Post up to 8pm Monday to Sunday will be processed for clearance, if required.

Consignments arriving at the Border Inspection Post after this time will only be cleared in exceptional circumstances. The details of these circumstances need to be outlined in a business case, in sufficient time, by e-mail to the envh.airport@manchester.gov.uk and will be assessed by a manager and a decision made.

Out of Hours Call out Charge

In addition to the actual charges associated with the clearance there will be a call out charge of £110 per consignment for an Environmental Health Officer and £110 per consignment for the Official Veterinary Surgeon to deal with consignments out of the normal office hours i.e. 6pm to 8am Monday to Friday, all day Saturday and Sunday or any Public Holidays.

Letters

There will be a charge of £85 for written confirmation for production to UK Border Agency or other agencies that a product does not require clearance by Manchester City Council. We reserve the right to charge the appropriate additional hourly rate if this requires attending a transit shed or an ERTS to examine a consignment.

In accordance with instructions from DEFRA we have been sending a letter on each occasion there has not been pre-notification by entry onto IPAFFS and e-mail to envh.airport@manchester.gov.uk for products with a statutory obligation to pre-notify. The minimum cost will be £85 for a letter informing you of the breach of regulation and any additional time spent on the issue will be recovered at the appropriate hourly rate.
