Proposed changes to non-residential care charging

We’re proposing to change how we charge for the support we offer people to stay independent in their own home – things like bathing, dressing, managing medication, household tasks and getting out and about in the community

Because our charging policy is more generous than other local councils’ and cities’, public money is assisting many who can afford to meet their own care costs.

This takes money away from services that less well-off people rely on. 

We believe our proposals are fairer and bring us in line with other councils and with national guidelines.

Our proposals only apply to adults who choose to get their home care from the Council – some choose other providers. It does not apply to those being charged for a permanent or temporary care home place or NHS services. 

The change would mean that people with savings and assets over £23,250 would pay the full cost of their social care package (NHS funded support is unchanged), plus a potential nominal arrangement fee and yearly fee. ‘Savings and assets’ do not include the home you live in or income like pension or benefits. It means things like savings, stocks and shares, other property and investments.

Current:

  • Under £14,250: Pay nothing
  • Over £14,250: Pay £1 per £250 extra

Proposed:

  • Under £14,250: Pay nothing
  • Over £14,250: Pay £1 per £250 extra
  • £23,250+: Full payment, plus arrangement fee, plus yearly fee IF you pay for care in full.

We’re also thinking of protecting those who would have to pay in full from any sudden increase with a transitional relief in the first year.
