Environmental problems Fly-tipping and litter strategy 2026-35

This strategy is about working with residents, partners and businesses. We want to reduce dumped waste, also known as ‘fly-tipping’ and litter.

We want to understand the problem, try new approaches, and strengthen what we already do. Then, we can create a clean and green city we’re all proud of.

In the Our Manchester 2025-35 consultations, you told us making the city clean and green is your priority.

Clean and Green Manchester launched because of what you told us. The Fly-tipping and Litter Strategy will be part of that wider project.

Our vision is a much-loved, clean and green city where everyone works together to look after it and keep it clean. By 2035 we want to reduce dumped rubbish.

The strategy’s aims are:

  • Understanding the issues. Where are the areas that have most dumped rubbish and why?
  • Improving services. How can we make things easier for people to get rid of waste without dumping it?
  • Changing behaviour. We will work with residents, businesses and partners to give more information. This will help people make the right choices in getting rid of their rubbish.
  • Cracking down on deliberate rubbish dumping. We will increase our ability to catch people doing it. We will make people aware that they face punishment if caught.

Every three years we will report back on how we are doing in achieving those goals.

We can reduce fly-tipping and litter and create a cleaner, greener city for everyone. We love Manchester, so let’s look after it.
