Environmental problems Fly-tipping and litter strategy 2026-35

Action plan

As well as improving on the work we already do, we will:

Talk to people

  • We hope to change behaviour by educating people. For example, we can let people know they can order larger bins, if needed. We can also tell people how they can find people to collect their waste legally.
  • We will run communications campaigns and give clear messages. These will be in north, south and central Manchester. We will focus on using licensed collectors of rubbish and items. As well as cigarette litter, chewing gum, dog fouling and food and drink litter.
  • We will target groups that are more likely to take part in fly-tipping or littering, or those who may need advice. For example, landlords, students and new residents.
  • We will encourage residents to volunteer. We will let them know they can apply for funding for projects.
  • We will continue to work with partners. For example Eco-Schools, and we will aim for six new schools Green Flag applications per year. Read more about Green Flags.

Show and tell

  • We will tell people when we prosecute those who fly-tip or litter.
  • There will be less of a gap between reporting incidents and the punishment.
  • We will make it simpler, where possible, for people to get rid of their items in a proper way. We will tell residents what they are.
  • We will consider using branding and signage to make it more obvious what we are doing.
  • We will let people know our progress.

Improve our information use

  • We will use evidence by gathering more information. We will then be able to better map areas where fly-tipping and litter are worst.
  • We will use the data to measure if our approach is working.
  • We will put staff and equipment into areas that we know have most need. We will make more educated decisions based on our information.
  • We will monitor how well our contractors are doing against targets.
  • We will make reporting incidents easier.
  • We will consider better use of technology for evidence. For example CCTV, to help with catching fly-tippers.

Keep learning

  • We will use services and approaches based on what is working and make changes as needed.
  • We will work with our partners to share information on what works and what doesn’t, and share ideas.
  • We will train staff to help them do their jobs. We will make sure they have the tools to work with residents
  • We will improve systems for ordering and reporting. For example, collections of large items.

Fly-tipping and Litter Action Group (FLAG)

  • FLAG will include our services, contractors and housing providers.
  • It will meet every two months to set targets and discuss what is working.

Strategic Partners Group

  • We will set up a group involving our partners. This will include Greater Manchester Combined Authority and Transport for Greater Manchester. It will also include National Highways, Network Rail, the Canals and Rivers Trust. Keep Britain Tidy will be a big part of this.
  • This group will look at what is working well and share ideas. As well as finding ways of improving how we work together.
