Monitoring and results

Our Vision: Manchester is a much-loved, clean and green city. A place where everyone works together to look after it and keep it clean.

Our Aim: By 2035 we want fly‑tipping and littering to be the exception, not the norm. We will work with our communities, partners and businesses to cut incidents.

These ideas will be in our three-year action plan. There will be clear measures of impact. These will include reduced fly-tipping incidents in the long term. But also increased voluntary action, and improved cleanliness ratings. We will base these actions on evidence and local need, with resources used where they are most needed.

What success looks like by 2035

  • Fly-tipping incidents reduced by a third. Detailed targets being set out in our Fly-tipping and Litter Action Plan.
  • Cleanliness ratings high across our land types.
  • More residents and businesses dealing with waste in a better way. This will be through reduction, reuse, repair, sharing, and recycling.
  • Increased community volunteering, Eco-Schools, and local projects by at least 10% each year.

Measuring success

We will track progress with clear targets and measures. The Clean and Green Board will assess these. We will present reports yearly to the council’s scrutiny committee. We will include progress in the Manchester’s State of the City report.

Measures will include:

  • reduction in fly-tipping incidents and litter reports – over the life of the strategy
  • improved cleanliness ratings across all land types
  • number of enforcement actions and prosecutions
  • participation and engagement (including volunteering and community projects)
  • awareness levels of how to get rid of waste in a proper way. This will apply to householders and businesses
  • improved community opinion about the local environment.

We will share progress and action with residents and stakeholders. We will give regular updates, publish reports, and hold community engagement sessions.
